I think I may know the answer to this but I just checked the stats on Halloween II and noticed that some of the later puzzles have an average guess count of less than 1 which seemed a bit odd.
Is the average calculated using the total number of puzzlers at that puzzle even if they have not yet made a guess ?
If not its still a bit odd Confused

Basically, yes. It is the total guesses divided by the total people who have reached that puzzle.
